What Is the Canada C11 Entrepreneur Work Permit?
The Canada C11 Work Permit enables an eligible foreign entrepreneur to apply for permission to work in Canada without first obtaining a Labour Market Impact Assessment.
An LMIA is normally used to assess whether hiring a foreign worker may affect the Canadian labour market. However, Immigration, Refugees and Citizenship Canada confirms that an entrepreneur may apply without an LMIA where the intended Canadian business would create or maintain:
- Significant economic benefits
- Significant social or cultural benefits
- Jobs for Canadian citizens or permanent residents
The C11 category is generally structured as an employer-specific work permit. This means the permit holder is normally authorised to work for the identified Canadian business, in the approved occupation and subject to the conditions stated on the permit.
Who May Qualify for a Canada C11 Work Permit?
There is no single profile that automatically qualifies. Each application is assessed according to the entrepreneurโs background, the proposed Canadian business and the evidence submitted.
A potentially suitable applicant may have:
- Genuine business ownership or senior management experience
- Relevant industry knowledge
- A credible plan to establish or acquire a Canadian business
- Sufficient and lawfully obtained investment funds
- The capacity to finance initial operations
- A clearly defined active management role
- Evidence that the venture can benefit Canada

The significant-benefit requirement is one of the most important parts of a C11 Work Permit application.
The business proposal should explain how the applicantโs activities could provide meaningful value to Canada. Depending on the business, the claimed benefit may include:
- Creating employment for Canadians or permanent residents
- Introducing specialised knowledge, technology or services
- Supporting innovation or commercial development
- Expanding into underserved regional markets

IRCC officers assess whether the proposed work genuinely supports Canadian economic, social or cultural interests. The application must therefore explain why the applicantโs presence is important and why the business plan is commercially credible.

A C11 proposal may involve:
Establishing a new Canadian business
The applicant may propose incorporating and developing a new business based on their previous industry experience, commercial relationships or expansion strategy.
Acquiring an existing Canadian business
An entrepreneur may consider purchasing an operating business with an established market presence, employees, assets or customer base.
Expanding an international business into Canada
An existing UAE or GCC business may explore establishing a Canadian operation, depending on the ownership structure, commercial purpose and immigration strategy.
Acquiring or registering a business does not guarantee that a work permit will be approved. The application must still establish genuine operations, sufficient funding, active management and a credible benefit to Canada.
Independent Canadian legal, tax, accounting and commercial due diligence should be obtained before making a business purchase or financial commitment.
Is There a Minimum Investment Requirement?
There is no single investment amount that guarantees approval under the C11 category.
The appropriate capital depends on factors such as:
- Business model
- Industry
- Canadian location
- Purchase price
- Premises and equipment
- Staffing requirements
- Licensing and regulatory costs
- Marketing expenses
- Working capital
- Projected operating losses during the initial period
The proposed investment must be realistic for the business. A capital amount that may be sufficient for a professional consulting company may be inadequate for a manufacturing, hospitality or transport operation.
Applicants should also document the lawful source and availability of the funds intended for the Canadian venture.
Is IELTS Required for a Canada C11 Work Permit?
There is no prescribed IELTS score specifically attached to the C11 entrepreneur work-permit category.
However, this should not be interpreted as meaning that communication ability is irrelevant. The applicant must demonstrate that they can credibly perform the proposed managerial, executive or operational role.
Where the business requires regular communication with employees, customers, suppliers, regulators or financial institutions, the applicantโs language ability may form part of the overall assessment of whether the business plan and proposed role are realistic.

Canada C11 Work Permit Application Process from Dubai
Step 1: Preliminary profile assessment
The entrepreneurโs background, business ownership, financial capacity, proposed Canadian venture and immigration history are reviewed.
Step 2: Business selection and commercial planning
The applicant identifies whether to establish a new company, acquire an existing business or expand an overseas operation into Canada.
Step 3: Business-plan and evidence preparation
The commercial model, market analysis, investment, operations, staffing and significant-benefit case are documented.
Step 4: Canadian business and Employer Portal requirements
In most International Mobility Program cases, the Canadian employer must submit an offer of employment through the Employer Portal and pay the applicable employer-compliance fee before the applicant files the work-permit application.
IRCC currently states that the compliance fee is generally CAD 230, unless an exemption applies. The Employer Portal submission generates an offer-of-employment number used in the work-permit application. Government fees and requirements can change and should be reconfirmed before filing.
Step 5: Work-permit application
The applicant submits the work-permit application with the business, personal, financial and significant-benefit evidence.
Step 6: Biometrics, medical examination or additional evidence
IRCC may require biometrics, a medical examination, updated documents, an interview or further information depending on the application.
Step 7: Decision and entry to Canada
Applicants applying outside Canada who receive approval are generally issued a port-of-entry letter of introduction. The final work permit is issued at entry if the applicant remains eligible and admissible.
Can a C11 Work Permit Lead to Permanent Residence?
The Canada C11 Work Permit is a temporary work-permit pathway, not a direct permanent residence program.
After establishing and operating the Canadian business, an entrepreneur may explore permanent residence under a separate federal or provincial immigration program if they meet that programโs requirements at the relevant time.
Possible eligibility will depend on factors such as:
