The route forms part of the Global Business Mobility framework. It requires a qualifying overseas business, a genuine UK footprint, a credible expansion plan, a sponsor licence and an eligible sponsored role.

4. What is the UK Expansion Worker Visa?

The UK Expansion Worker Visa is for a senior manager or specialist employee who is assigned to the United Kingdom to perform work connected with establishing a UK branch or subsidiary of an overseas employer.

The overseas company must be genuinely trading. The UK business must have a footprint but must not yet have established an active UK trading presence.

The worker must obtain all 60 points through sponsorship, an eligible occupation and the required salary. The route does not contain a separate English-language points requirement.

5. The critical UK timing rule

Prepared to Trade—but Not Already Trading

This is the most important distinction on the page.

The overseas company must show a UK footprint through either:

  • Registration of a UK branch or subsidiary with Companies House; or
  • Ownership or lease of suitable UK business premises.

However, the UK operation must not already be actively trading when the Expansion Worker sponsor licence application is made. Limited preparatory activity may be acceptable, but regular provision of goods or services can mean that another sponsorship route should be considered.

When the route may be unsuitable

The Expansion Worker route may not be suitable where:

  • The UK company is already actively selling goods or services
  • The applicant is establishing an unrelated new business
  • There is no genuine overseas operating company
  • The overseas entity mainly holds passive investments
  • The UK entity is not connected through qualifying ownership or control
  • The overseas business cannot fund the expansion
  • The proposal is primarily personal relocation rather than commercial expansion

Investment-only businesses that do not actively provide goods or services are not normally treated as trading businesses for this route.

6. Overseas business requirements

An Established Foreign Company Must Be Behind the UK Expansion

The standard expectation is that the overseas business:

  • Is currently active and trading
  • Has generally traded for at least three years
  • Can prove continued trading during the 12 months before the sponsor licence application
  • Has the financial and organisational ability to expand
  • Intends to establish a UK trading presence within two years
  • Will expand the same type of business it conducts overseas

The planned British operation cannot ordinarily be an entirely unrelated new business venture.

Evidence from UAE and GCC companies

Useful documents may include:

  • UAE trade licence
  • Certificate of incorporation
  • Memorandum and articles of association
  • Share certificates and ownership records
  • Corporate tax registration and returns
  • VAT registration and returns
  • Corporate bank statements covering at least 12 months
  • Accounts or annual reports covering three years
  • Customer and supplier agreements
  • Invoices
  • Office lease
  • Employee and WPS records
  • Organisational chart
  • Website and marketing evidence
  • Customs, import or export records
  • Evidence of capital available for UK expansion

The current sponsor-document guidance specifically requires evidence of the UK footprint, qualifying corporate link, overseas trading history and planned UK expansion.

7. Sponsor licence before worker visa

The Company Application Comes Before the Worker Application

The UK branch or subsidiary must normally obtain a sponsor licence under the UK Expansion Worker route before issuing the worker’s Certificate of Sponsorship.

UK-based Authorising Officer

Where an eligible Authorising Officer is already based in the UK, an approved licence may receive an A-rating and the appropriate Certificate of Sponsorship allocation.

Overseas Authorising Officer

Where no suitable person is already in the UK, a senior employee of the overseas business may be nominated as the Authorising Officer.

The sponsor may initially receive:

  • A provisional sponsor rating
  • One Certificate of Sponsorship
  • Authority for the overseas Authorising Officer to assign that certificate to themselves

After the Authorising Officer receives permission, their information must be updated through the Sponsorship Management System and the company can request an A-rating before sponsoring additional workers.

Number of Expansion Workers

Current 2026 sponsor guidance allows a company to sponsor only the number of workers genuinely required to establish the UK business, up to 10 workers at one time.

This is not a route for transferring an unlimited overseas workforce.

8. Worker eligibility

The proposed UK Expansion Worker must normally:

  • Be currently employed within the sponsor group
  • Have worked outside the UK for that group for a cumulative period of at least 12 months
  • Be assigned to an eligible occupation
  • Have the skills and experience required for the role
  • Receive a valid Certificate of Sponsorship
  • Be paid the required salary

Exceptions to the 12-month requirement

The 12-month overseas employment requirement does not apply where the worker:

  • Is a high earner receiving at least £73,900 annually
  • Is a qualifying Japanese national establishing a UK operation for a Japanese business
  • Is a qualifying Australian national or permanent resident establishing a UK operation for an Australian business

Salary requirement

The worker must currently be paid at least:

£52,500 per year or 100% of the occupation’s applicable going rate—whichever is higher.

Only qualifying guaranteed pay and limited eligible allowances can be counted. Bonuses, overtime, immigration-cost payments and most benefits in kind are excluded.

9. The two-year expansion clock

The Route Has Two Separate Deadlines

Worker deadline

An Expansion Worker is normally granted permission for up to 12 months and may extend, but cannot spend more than two continuous years on this route.

Business deadline

The sponsor is expected to establish a genuine UK trading presence within two years of receiving the licence.

If it does not:

  • Its Expansion Worker Certificate of Sponsorship allocation can be reduced to zero
  • New Expansion Workers cannot be sponsored
  • Existing Expansion Workers may be unable to extend
  • The sponsor licence may be placed at risk

Once the company begins genuine UK trading, it may apply to add other suitable routes—such as Skilled Worker or Senior or Specialist Worker—to its sponsor licence. Eligible workers may then apply to switch where they independently satisfy the relevant requirements.

10. Does it lead to settlement?

The Expansion Worker Route Does Not Directly Lead to ILR

Time spent as a UK Expansion Worker does not itself create eligibility for indefinite leave to remain under this route. The visa is designed for temporary assignments connected with establishing the UK operation.

A longer-term strategy may potentially involve:

  • Switching to Skilled Worker after the UK business begins trading
  • Another qualifying sponsored-work route
  • Global Talent where independently eligible
  • Innovator Founder where separately endorsed
  • A family or personal immigration route
  • Another settlement category available at the relevant time

Any later route requires a separate eligibility assessment. Establishing a UK company does not guarantee settlement.

11. Family members

An eligible partner and dependent children may apply to accompany or join the Expansion Worker.

Dependants can generally:

  • Work, except as a professional sportsperson or sports coach
  • Study
  • Travel and return to the UK

The principal applicant may work only for the sponsor in the authorised position and cannot ordinarily take a second job.

Unless an exemption applies, the usual maintenance amounts are:

The sponsor licence and Certificate of Sponsorship fees must be paid by the sponsor and must not be recovered from the sponsored worker.

An Immigration Skills Charge does not ordinarily apply to the UK Expansion Worker route; sponsor guidance identifies it in this context for the Senior or Specialist Worker route.

Government charges should be confirmed immediately before submission.

13. Application process

Stage 1 — Overseas-company assessment

Review trading history, ownership, finances, staff and the proposed UK activity.

Stage 2 — UK expansion structure

Decide between:

Stage 3 — Establish the UK footprint

Complete Companies House registration or secure suitable business premises without prematurely beginning active trading.

Stage 4 — Prepare the expansion case

Stage 5 — Sponsor licence application

Submit the online sponsor application and required route-specific evidence.

Stage 6 — Authorising Officer and CoS

Establish the licence rating, assign the appropriate Certificate of Sponsorship and record the eligible UK role.

Stage 7 — Worker and family applications

Submit the visa applications, supporting documents, financial evidence and biometrics.

Stage 8 — Launch and sponsor compliance

After approval:

  • Begin the sponsored role
  • Establish UK trading
  • Maintain records
  • Report required changes
  • Monitor salary and duties
  • Prepare for licence transition and any extension

Outside-UK worker applications are usually decided within approximately three weeks after the applicant has proved identity and supplied the required documents, although this is not guaranteed.
